In 1985, the UP Free Boring Scheme was launched by the Government of Uttar Pradesh to provide boring facilities to the small and marginal farmers of the state. Through this scheme, boring facility will be provided for irrigation to small and marginal farmers belonging to general caste and scheduled castes/tribes. Bank loan can also be obtained by the farmer for arranging pump set for boring. The benefit of this scheme will be provided to the small and marginal farmers of general category only when they have minimum holding limit of 0.2 hectare. The benefit of this scheme will not be provided to the general category farmers having less than 0.2 hectares of land. If the farmers have less than 0.2 hectares of land, then farmers can get the benefit of this scheme by forming a group of farmers.

No minimum holding limit has been fixed for small and marginal farmers belonging to Scheduled Castes and Scheduled Tribes. In the plateau areas of the state, where it is not possible to do boring with hand boring set, permission will be given to do boring with inwell or wagon drill machine. In this situation, the grant will be payable to the farmers only up to the permissible limit. The burden of additional income expenditure will be borne by the farmer himself.

Purpose of UP Free Boring Scheme

The main objective of UP Free Boring Scheme is to provide free boring facility to the farmers of the state. So that the farmers of the state can irrigate. This scheme will also prove to be effective in increasing the quality of the farm. The standard of living of the farmers will also improve through this scheme. Apart from this, this scheme will also prove to be effective in increasing the income of the farmers. The government will provide free boring facility to the farmers through this scheme. So that farmers can irrigate their fields. The farmers of the state will also get relief from the problem of non-irrigation due to water scarcity.

Benefits and Features of UP Free Boring Scheme

  • In the year 1985, UP Nishulk Boring Yojana has been launched by the Government of Uttar Pradesh to provide boring facilities to the small and marginal farmers of the state.
  • Through this scheme, the facility of boring for irrigation will be provided to the small and marginal farmers of general caste and scheduled caste, tribe.

Note: In the identified development blocks of Bundelkhand, development block wise grant for boring construction will be admissible for actual expenditure or ₹ 4500 to ₹ 7000 whichever is less and the amount of additional grant will be borne by Bundelkhand Development Block Fund. Apart from this, if the cost of boring is more than the prescribed limit of boring for general scheduled caste and tribe farmers, then the additional expenditure will be borne by the concerned beneficiary himself as per the prevailing procedure.

Determination of targets under the UP Free Boring Scheme

  • Every year the district wise target will be achieved through the funds made available at the government level.
  • The targets of the Gram Panchayat will be decided by the Kshetra Panchayat.
  • The number of beneficiaries more than 25% of the target will be selected by the Gram Panchayat with the consent of the Village Water Resources Committee as above.
  • The list of selected beneficiaries will be submitted to the Development Officer.

Selection of beneficiaries

  • All eligible beneficiaries will be selected as per their eligibility.
  • The benefit of this scheme will not be provided to those farmers who have been benefited under any irrigation scheme in the past.
  • Apart from this, in the year 2000-01, the department has got the census of minor irrigation works done. Through this census, a list of such farmers has been prepared whose land is irrigated. In this list, special attention will be given to income farmers.
  • A final meeting will be organized by the Gram Panchayat in which the list of beneficiaries will be prepared.

Preferences and restrictions of UP free boring scheme

  • At the time of boring, care will be taken whether there is cultivation or not where boring is being done.
  • It is mandatory to have cultivation instead of boring.
  • No work will be done in overexploited/critical development blocks.
  • With regard to boring, care will be taken that about 3 hectares of cultivable land can be irrigated by the proposed pump set.
  • The development block which is in the semi-critical category will be selected within the limits approved by NABARD.
  • The distance between the pump sets should not be less than the distance fixed by NABARD for the particular district.
  • In the selected villages under the Samagra Gram Vikas Yojana and Naxal-affected Samagra Gram Vikas Yojana, boring work will be done on top priority basis.
  • The villages of Samagra Gram Vikas Yojana and Naxal-affected Samagra Gram Vikas Yojana will be met first from the available funds.

Arrangement of material under UP Free Boring Scheme

  • PVC pipe will be used under this scheme.
  • MS pipe shall be used only in those areas where PVC pipe cannot be used due to hydrogeological conditions.
  • SM pipe will be used in such districts after obtaining approval from the concerned Superintending Engineer Minor Irrigation Circle of the identified areas.
  • For the boring of PVC pipe, PVC pipe and other material will be arranged by the farmers.
  • A committee will be formed under the District Magistrate, through which the rates of PVC pipe and other materials will be fixed for grant approval.

Implementation of UP Free Boring Scheme

A committee will be formed for grant approval of UP Free Boring Yojana. It will be headed by the District Magistrate. This committee will consist of Chief Development Officer, Executive Engineer, Executive Engineer (Tubewell Block Irrigation Department), other two officers nominated by the District Magistrate. Grants under this scheme will be approved by this committee. Apart from this, the rates of other materials will also be determined. The work of sub-engineer boring will be done by the departmental boring technician.

The instructions and financial rules issued under this scheme will be followed while boring. Boring work completion certificate will be prepared on completion of boring process. On which the signature of the beneficiary, boring technician, concerned junior engineer and head village panchayat will be there. The list of pre boring will be displayed by the Junior Engineer on the notice board of the Gram Panchayat and in the public place. Apart from this, this list will also be presented in the meeting of the Kshetra Panchayat.

Pump set installation and grant approval

  • For all categories of farmers, the requirement of taking loan from banks for installing pumpsets on boring has been dispensed with.
  • If the farmer wants, he can take loan from the bank.
  • After the grant is given, the farmer-wise monthly information of the scheme will be provided to the Minor Irrigation Department on the prescribed form by the bank.
  • The amount of the next installment of the grant will be given to the bank only when the adjustment of the advance grant amount made available earlier has been received.
  • The information related to the establishment of the state pump set up by the farmer will be provided to the Gram Panchayat Development Officer or other officer who makes the letter. This information will be provided within 1 month of loan disbursement.
  • The pump set cannot be sold by the farmer till the loan amount is fully recovered.
  • The verification of the pump set will be done by the departmental officer within two months.
  • During the verification, if the information about the wrong use of the grant comes to the fore, then in this situation this information will be provided to the Executive Engineer, the concerned Bank District Officer and the Chief Engineer (Minor Irrigation Department).
  • If the grant is misused, then the amount of grant will be recovered from the farmer and then the recovered amount will be given back to the irrigation department.
  • In the event of misuse of the grant amount, if the farmer does not return the grant amount, then such matters will be taken very seriously by the government.
  • The pumpset of ISI mark can be purchased by the beneficiary from the authorized seller of any pump set manufacturer in the market.
  • If the farmer wants to take a pump set of higher capacity, then the capacity of the borewell will be determined according to the capacity of the pump set.

Quality Control & Physical Verification

  • For successful implementation of the scheme, the prescribed annual targets will be met in a time bound manner.
  • Apart from this a high standard of quality will also be maintained.
  • Verification, checking and inspection will be done at various levels to maintain the quality of the scheme.
  • While carrying out the verification process, the verification report will be submitted by the Superintending Engineer to the Headquarters each with his critical remarks.
  • The verification of the works constructed under this scheme will be done through the Water Resources Committee of the Gram Panchayat.
  • After completion of boring, this information will be given to the village head and water resources committee.
  • The departmental officer will do on-site verification of all boring completed in the respective village.
  • Verification will be done by officers of various levels of Minor Irrigation Department to ensure the quality of boring work.

General Instructions of UP Free Boring Scheme

  • Copies of model estimates will be made available to the Block Development Officer and the beneficiary farmer.
  • Information related to all the provisions of this scheme will be displayed by the Minor Irrigation Department in each Gram Panchayat and Kshetra Panchayat.
  • Arrangements will be made to inform the chairman of Agriculture Village Head Water Resources Committee before the boring work starts.
  • A small program will also be organized on the date of commencement of boring in which the beneficiary, village head, members of water resources committee or other villagers will be present.
  • The responsibility of the Chief Development Officer at the district level and the Block Development Officer at the Kshetra Panchayat level is to complete all the prescribed procedures up to the level of selection of beneficiaries and sanctioning loans to the farmers willing to take loans.

Eligibility for UP Free Boring Scheme

  • Applicant should be a permanent resident of Uttar Pradesh.
  • Applicant must be a farmer.
  • The minimum holding limit of the farmer should be 0.2 hectare.
  • If the farmer does not have a minimum holding limit of 0.2 hectare, then the farmer can get the benefit of this scheme by forming a group.
  • The benefit of this scheme can be availed only when the farmer has not availed the benefit of any other irrigation scheme.
