Chief Minister MK Stalin on Thursday launched the ‘Meendum Manjappai’ campaign against plastic products at the Chennai Kalaivanar Arena. The Tamil Nadu government had issued an order to restart the cloth bag campaign so that people could return to the practice of using cloth bags instead of plastic bags. The average time a plastic bag is used by people is just 20 minutes. But the time it takes for them to decompose is several hundred years. The earth is severely affected by this excessive plastic pollution. In view of this, the Government of Tamil Nadu is taking strict measures to ban 14 types of single-use plastic products.

The campaign is aimed at creating awareness among the general public about avoiding the use of plastic bags and the practice of using alternative fabric bags. In this context, the Government of Tamil Nadu’s cloth bag campaign was organised by the Department of Environment, Climate Change and Forestry at the Chennai Kalaivanar Arena. It was started by the Chief Minister of Tamil Nadu MK Stalin. Following this, the Chief Minister said: “ The environmental problem is the greatest problem of mankind. A cloth bag is just perfect for the environment.

But, after campaigning that beautiful plastic is dangerous, the use of cloth is now starting to come back to usage. The Government of Tamil Nadu is taking a number of steps to reduce the use of plastic. Accordingly, the sale and manufacture of 14 types of single-use plastic products were banned. In addition, the power supply to 130 factories was cut off for violating the rules. People should reduce their use of plastics. The change can be implemented immediately if people think.” The event was attended by Environment and Climate Change Minister Meyyanathan, Forest Minister Ramachandran, senior ministers, MLAs, MPs, nature lovers, students and other officials.

An exhibition of illustrations by manufacturers of alternatives to banned plastic products is also on display at the Kalaivanar Arangam on Wallaja Road, Chennai. The Tamil Nadu Pollution Control Board has requested the public to visit the exhibition till 7 pm today and use it in their lives to protect the environment.

Objective of TN Meendum Manjappai Scheme

  • The Tamil Nadu government has already banned 14 types of plastic materials.
  • The government also needs to address important structural issues such as policies to regulate the use of plastic alternatives, improve recycling and have better waste segregation management.
  • In addition to improving recyclability, investment in research and development for alternatives should also be a priority.
  • Single-use plastics refer to disposable items like grocery bags, food packaging, bottles and straws that are used only once before they are thrown away, or sometimes recycled.
  • As plastic is cheap, lightweight and easy to produce, it has led to a production boom over the last century, and the trend is expected to continue in the coming decades, according to the United Nations.
  • But countries are now struggling with managing the amount of plastic waste they have generated.
  • About 60% of plastic waste in India is collected — that means the remaining 40% or 10,376 tons remain uncollected
  • In 2019, the Union government in a bid to free India of single-use plastics by 2022, had laid out a multi-ministerial plan to discourage the use of single-use plastics across the country.
  • A government committee has identified the single use plastic (SUP) items to be banned based on an index of their utility and environmental impact. It has proposed a three-stage ban:
  • The first category of SUP items proposed to be phased out are plastic sticks used in balloons, flags, candy, ice-cream and ear buds, and thermocol that is used in decorations.
  • The second category, proposed to be banned from July 1, 2022, includes items such as plates, cups, glasses and cutlery such as forks, spoons, knives, straws, trays; wrapping and packing films used in sweet boxes; invitation cards; cigarette packets; stirrers and plastic banners that are less than 100 microns in thickness.
  • A third category of prohibition is for non-woven bags below 240 microns in thickness. This is proposed to start from September next year.

  • M.K. Stalin, the Chief Minister of Tamil Nadu, has launched the ‘Meendum Manjappai’ scheme to encourage people to use cloth bags instead of plastic bags.
  • This public awareness campaign on the use of the ‘yellow’ cloth bag, or ‘manjapai’ in Tamil, aims to encourage people to return to using this eco-friendly bag instead of plastic bags. With effect from January 1, 2019, the state government imposed a ban on the production, use, storage, distribution, transportation, or sale of 14 different types of plastics.
  • Based on an index of their utility and environmental impact, a government committee has identified the single-use plastic (SUP) items that will be banned.
  • Plastic sticks used in balloons, flags, candy, ice cream, and earbuds, as well as thermocol used in decorations, are the first SUP items proposed to be phased out.
  • Plates, cups, glasses, and cutlery such as forks, spoons, knives, straws, and trays; wrapping and packing films used in sweet boxes; invitation cards; cigarette packets; stirrers, and plastic banners with a thickness of fewer than 100 microns are among the items proposed to be banned beginning July 1, 2022.
  • Nonwoven bags with a thickness of fewer than 240 microns are prohibited in the third category. This is planned to begin in September of next year.
